PUBLIC NOTICE – FY2026 NOFO: CoC Grant Application
NOTICE OF FUNDING OPPORTUNITY FOR FISCAL YEAR 2026 CONTINUUM OF CARE (COC) COMPETITIVE FUNDING AND YOUTH HOMELESSNESS DEMONSTRATION PROGRAM OF THE FEDERAL DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD)
On June 1, 2026, the Federal Department of Housing and Urban Development (HUD) released the FY 2026 Continuum of Care Competition and Youth Homeless Demonstration Program Grants Notice of Funding Opportunity (NOFO), CPD-2600-DC-0025. The purpose of the NOFO is to promote a broad community-wide commitment to ending homelessness by funding initiatives aimed at rapidly rehousing homeless individuals and families, youth experiencing homelessness, and persons who are experiencing or fleeing situations of violence, while minimizing the trauma and disruption associated with homelessness. Additionally, it seeks to strengthen access to and the effective utilization of mainstream assistance and benefit programs, as well as to promote self-sufficiency among homeless individuals and families in support of their long-term stability and integration into the community.
The US Virgin Islands Collaborative Applicant of the Continuum of Care (CoC) VI-500, informs that the public that the CoC qualifies to compete for funds to address the needs of homeless persons in accordance to the priorities and requirements established in the NOFO. Non-profit organizations, government agencies or municipalities located in the geographic area of CoC VI-500 that are interested in participating in the funding competition must comply with the requirements published by HUD (CPD-2600-DC-0025) and local requirements established by the CoC.
Although the exact award amount for the USVI has not been released by HUD, the HUD Estimated Annual Renewal Demand (ARD) Report projects that the VI-500 Continuum of Care could be eligible to apply for approximately $1.34 million in funding, pending HUD approval.
The projected funding includes:
- $967,848 – Annual Renewal Demand (ARD): Funding to renew existing CoC projects currently operating within the Virgin Islands.
- $145,177 – CoC Bonus Funding: Available for new, eligible projects that expand the CoC’s housing and service capacity.
- $177,640 – Domestic Violence Bonus Funding: Reserved for projects that specifically serve individuals and families fleeing domestic violence.
- $48,392 – CoC Planning Grant: Supports staffing, administration, coordination, and other HUD-required Continuum of Care activities.
Total Projected Funding Available: $1,339,057
The upcoming NOFO represents a significant funding opportunity for the Virgin Islands. In addition to renewing existing projects, the CoC has the potential to compete for more than $322,000 in new project funding through the CoC Bonus and Domestic Violence Bonus programs, while also receiving planning funds to strengthen CoC operations and governance.
Entities, municipalities or agencies interested in applying for these funds must submit: (1) a Letter of Intent and (2) Certificate of Good Standing on or before Friday, July 24, 2026 to the CoC VI-500 via email at usvicoc@gmail.com. Letters must specify whether the request is a renewal or new project, the type of project being proposed, the number of people to be served, the location of the project, and the estimated budget requested.
All applicants will also need to create an e-snaps account and have a registration in SAM.gov. Please apply for the esnaps account asap as HUD may be delayed in processing requests. RFP: Accounting & Payroll Services
The VI CoC seeks qualified individuals or firms to provide accounting and payroll services. This is an open and competitive procurement. Proposals must include organizational narrative, qualifications, proposed scope of services, budget, and references. Proposals are due July 21, 2026 at 5:00 PM AST.
RFP: Coordinated Entry Lead Agency
The VI CoC seeks qualified organizations to serve as the designated Coordinated Entry Lead Agency for the U.S. Virgin Islands. Eligible applicants include nonprofits, governmental entities, and public agencies with experience serving persons experiencing homelessness. Proposals are due July 22, 2026.
