Overview

The Virgin Islands Continuum of Care on Homelessness, Inc. seeks qualified individuals or firms to provide accounting and payroll services supporting financial management, grant compliance, and reporting in accordance with HUD requirements, 2 CFR Part 200 (Uniform Guidance), and GAAP.

Scope of Services

  • Maintaining the general ledger and chart of accounts
  • Managing accounts payable and receivable
  • Managing payroll
  • Performing monthly bank reconciliations
  • Preparing monthly, quarterly, and annual financial reports
  • Monitoring grant expenditures and ensuring HUD CoC and ESG compliance
  • Assisting with budget preparation and financial forecasting
  • Ensuring compliance with 2 CFR Part 200
  • Assisting with annual audits
  • Providing financial guidance to leadership and program staff

Minimum Qualifications

  • Bachelor’s degree in Accounting, Finance, or related field
  • Minimum of 3 years of relevant accounting experience
  • Experience with nonprofit and/or federally funded programs
  • Familiarity with 2 CFR Part 200 (Uniform Guidance)
  • Proficiency in accounting software (QuickBooks or equivalent)

Proposal Requirements

  • Cover letter outlining qualifications and experience
  • Resume(s) or company profile
  • Description of relevant experience with federally funded programs
  • Proposed fee structure (hourly or fixed rate)
  • Three (3) professional references
